What is the government doing Petro to include women from the start?<\/strong><\/p>\n\n\n\n

We see that there is talk of peace, but we do not feel that you are considering the lessons learned from the dialogue past. One of them, the necessary participation of women,\u201d said director Diana Salcedo.\u00a0<\/p>\n\n\n\n

The participation of women in the peace process with the FARC-EP<\/strong><\/p>\n\n\n\n

The participation of women at the negotiating table had already been a theme in the dialogues with the FARC-EP, during the government of Juan Manuel Santos. Almost a year after installing the Table in Havana in 2013, included<\/a> in the path of the dialogues, the participation of women, the gender approach and the claim specific rights of women and the LGBTI population. <\/p>\n\n\n\n

During these peace agreements between the government and the FARC guerrilla group, between 2012 and 2016, were hired and contracted 183 men and 190 women.<\/p>\n\n\n\n

According to these data, delivered by the Office of the High Commissioner for Peace in the middle east, there were seven more women in that space of negotiation. However, they were the ones who had roles more decisive, while they remained in charge of counseling and second row. <\/p>\n\n\n\n

Fifteen became part of the consultancy legal or contractual effect. Seven in strategic planning for citizen participation. Two in research. And 75 other activities.\u00a0<\/p>\n\n\n\n

This panorama of low participation was described as a \u201cmistake\u201d, of both the national government as the exguerrilla of the FARC, by the co-chair of the Corporation's Human, Adriana Benjumea. <\/p>\n\n\n\n

She assured that the product of the pressure of the organizations and feminist \u2014Women for Peace, to Narrate, to Live or Women's Network and the Caribbean\u2014 and even mobilizations in the streets, the women were visibilizando and had \u201cnot only a place as victims.\u201d , but also to teach what it means to the differentiated impact of the armed conflict\u201d. It was during three meetings over a period of almost a year, in which the l\u00edderesas of both corners: Mar\u00eda Paulina Riveros, delegate of the national government; and Victoria Sandino Palmera, a delegate of the FARC-EP, along with the other representatives of women, feminists and sexual diversity, have submitted proposals and recommendations on issues of economic, cultural, social, and political. <\/p>\n\n\n\n

\u201cWithout women, this agreement proud to broad and diverse sectors of Colombia would be an agreement incomplete. Because it would have left out the central themes for the rights of children and women, as well as the stakes of the women ex-combatants,\u201d the report concludes 'Experiences, contributions and recognition'. <\/p>\n\n\n\n

And is that, according to a study by UN Women, \u201cthe peace processes that account with your participation, whether as witnesses, parties, mediators or negotiators, there is a 20% more chance\u201d of reaching a peace agreement that perdurase, as minimum, to two years\u201d. And even points out the Organization of the United Nations, \u201cthis percentage increases over time, since the probability of achieving a peace agreement lasting 15 years, growing by 35 %\u201d.<\/p>\n\n\n\n

A roadmap forward<\/strong><\/p>\n\n\n\n

The Resolution 1325 of 2000 of the United Nations, among other things, seeks to encourage<\/a> la participaci\u00f3n de las mujeres en todos los niveles de decisi\u00f3n de los espacios de soluci\u00f3n de conflictos y gesti\u00f3n de posconflictos. La viceministra de Asuntos Multilaterales de la Canciller\u00eda, Laura Gil, present\u00f3 una hoja de ruta para elaborar el plan de implementaci\u00f3n en el pa\u00eds.<\/p>\n\n\n\n

Lo hizo el 24 de octubre de 2022, desde Quibd\u00f3, Choc\u00f3. Gil realiz\u00f3 el anuncio<\/a> oficial junto a la Consejera Presidencial para la Equidad de la Mujer, Clemencia Carabal\u00ed, organizaciones de mujeres del Choc\u00f3, la canciller de Noruega, Anniken Huitfeldt. Estuvo tambi\u00e9n la Representante Pa\u00eds de ONU Mujeres, Bibiana A\u00eddo Almagro, y el Jefe de la Misi\u00f3n de Verificaci\u00f3n de las Naciones Unidas, Carlos Ru\u00edz Massieu. <\/p>\n\n\n\n

\u201cEl plan tendr\u00e1 un enfoque territorial, \u00e9tnico, etario e interseccional y ser\u00e1 construido reconociendo y partiendo del trabajo de las organizaciones de mujeres que han venido realizando\u201d, indicado<\/a> la viceministra. <\/p>\n\n\n\n

Esta hoja de ruta consiste<\/a> en realizar cinco foros regionales, un foro nacional y consultas permanentes virtuales, para que los territorios, durante este 2023, conozcan de esta Resoluci\u00f3n y hagan sus propuestas. Adicional, dijo, el proceso incluir<\/a> la creaci\u00f3n de un grupo interinstitucional de entidades de gobierno, representantes del Congreso y delegados de la Rama Judicial.<\/p>\n\n\n\n

Una vez est\u00e9 listo el dise\u00f1o, el gobierno nacional lo consultar\u00e1 con el movimiento de mujeres para su aprobaci\u00f3n final y as\u00ed, en la pr\u00f3xima 78\u00ba Asamblea General de la ONU, en septiembre de este a\u00f1o, presentar\u00e1 el plan adoptado. <\/p>\n\n\n\n

\u201cYo aplaudo profundamente el trabajo de la vicecanciller, Laura Gil, en la medida que pone la voz de las mujeres en un escenario de lo p\u00fablico para construir este plan de implementaci\u00f3n. Que lo haya realizado en Choc\u00f3, habla de un hecho pol\u00edtico muy importante\u201d, destac\u00f3 \u00c1ngela Cer\u00f3n, directora de la Alianza Iniciativa de Mujeres por la Paz.   <\/p>\n\n\n\n

En conclusi\u00f3n, se trata de una ruta de implementaci\u00f3n que tendr\u00e1 su prueba central en la participaci\u00f3n dentro de la mesa de negociaci\u00f3n con el ELN y dem\u00e1s actores armados que cobijan la Paz Total.<\/p>\n\n\n\n

Cuesti\u00f3n P\u00fablica envi\u00f3 un derecho de petici\u00f3n al Alto Comisionado para la Paz, Danilo Rueda, para conocer qu\u00e9 estrategias desde el Gobierno se est\u00e1n llevando a cabo para incluir las recomendaciones de las mujeres y conocer cu\u00e1ntas han sido contratadas y qu\u00e9 roles desempe\u00f1ar\u00e1n en la actual negociaci\u00f3n con el EL N. <\/p>\n\n\n\n

Sin embargo, hasta la fecha, no se ha recibido respuesta alguna.\u00a0<\/p>\n\n\n\n
